Pianificare la transizione delle citta: un approccio integrato per la rigenerazione urbana nell'ambito del Piano Nazionale di Ripresa e Resilienza

In the current political-programmatic context, characterized by the general objective of facilitating the transition toward sustainability and resilience, urban regeneration plays a significant role in addressing the challenges posed by the complexity of transformative processes. This contribution focuses on urban regeneration within the Italian National Recovery and Resilience Plan (PNRR). The objective is to propose an integrated approach that can capture the potential of urban regeneration beyond the specific measures dedicated to it within the PNRR. The proposed methodological approach, with a territorial focus on metropolitan cities, is articulated into three interconnected phases. The first concerns the analysis of the distribution of NRRP funds. The second carries out a preliminary evaluation of the urban regeneration initiatives funded by the NRRP with respect to the indicators of the Sustainable Development Goals of the 2030 Agenda to evaluate the correspondence and relevance of the interventions in relationship with the context conditions according to the susceptibility to changes for sustainability. The third focuses on the potential connection of specific investments for urban regeneration with the other Missions and the other Investments of the Plan, proposing an integrated approach following the Driving for Urban Transition framework to integrate the NRRP investments in addition to those closely connected to urban regeneration. In conclusion, the contribution highlights the potential of urban regeneration, according to the proposed integrated approach, for the transition of cities towards a sustainable and resilient urban future.
