PNRR, lo sguardo territoriale assente

Apart from a few virtuous exceptions, the lack of territorial vision capable of inte-grating economic planning and territories has always been the great absent action of the Public Administrations of our Country. This is not only because of the lack of coordination between institutions (horizontal, vertical, trans-scalar), but also be-cause of the lack of technical and administrative skills. Starting from this background and reference scenario, the paper is divided into three parts: the first proposes a crit-ical reading and interpretation of the National Recovery and Resilience Plan (PNRR without territories); the second reflects on the opportunity to reverse the relationship between state and territories (Let’s start again from territories); the third deals with the urgency of working on tools enabling companies and territories (Implementing tools enabling local economies and societies)
