Italian governments of the last 20 years have largely consisted of coalitions with bare majorities “just as large as [their participants] believe will be winning and no larger”. Centre-right and centre- left parties have alternated, together with a small centre opposition representative, and this has generated negative consequences in the implementation of reforms and in strategic planning in the civil service.
