The ‘regulatory regime’ is the basic unit of the institutional and administrative global system, reflecting its fragmentation and fluidity. It is not surprising, therefore, that the progressive development of such a system in a context of increasing globalization leads to a proliferation of global regulatory regimes, which are the subject of this chapter. In any case, this phenomenon occurs frequently. It is estimated that there are approximately 2,000 global regulatory regimes, which operate ‘in so many of global regulation’. This phenomenon of proliferation will be analysed as follows: first, some figures on the proliferation of global regulatory regimes will be given (Section 2). Second, the causes of the proliferation of global regulatory regimes will be illustrated, with particular reference to their role as the institutional answer to globalization (Section 3). Third, the main types of global regulatory regimes will be described, with some examples (Section 4). Finally, some problems raised by the proliferation of global regulatory regimes will be indicated in the concluding remarks (Section 5).
