The governance model for implementing the National Recovery and Resilience Plan (PNRR) must consider the decentralization of investments, integrating economic planning with local organization. Despite points of convergence, significant differences remain in organizational structures, productivity, financial performance, and healthcare provision, which could hinder achieving objectives if not adequately addressed. The use of funds requires local policies that promote systemic convergence, involving even heterogeneous contexts in a shared implementation process. Mission 6 of the PNRR, dedicated to healthcare, aims to strengthen territorial assistance with new provisions such as Community Houses. To ensure equity and effectiveness in fund allocation, especially in metropolises with significant inequalities between neighbourhoods, the allocation system should rely on indicators that guarantee infrastructural convergence and alignment with local priorities established through participatory practices. The model of Local Centralities in Rome's Urban Development Plan (NPRG) is examined as a tool for territorializing resources for socio-healthcare welfare through selective projects that improve living conditions and meet urban needs by repurposing disused structures and creating new public spaces. Investment planning in Local Centralities aims to enhance the effectiveness of urban redevelopment and the integration of socio-healthcare services while preserving neighbourhood identities and providing the necessary facilities to support service improvement purposes.
