Francesco Rutelli – first mayor of Rome elected directly by the citizens – was in charge for seven years, from 1993 to 2001. Most relevant programs marking the period include the one called “Centopiazze”, still carried on in the first decade of the new century. It was an ambitious project for the capital which was proposed as a renewal of the way of thinking about the city and its government, through a redefinition of collective places, to be freed from cars and transformed into meeting places. It was thought as the engine of an overall urban transformation. This essay analyzes this both conceptual and practical proposal. It first presents the theoretical framework of this project. Then, it focuses on its concrete realization, looking at the case of four squares, each one emblematic, in its own way, of the acceptance of the project’s realization by the population and of its different outcomes in the long term.
Francesco Rutelli, primo sindaco di Roma eletto direttamente dai cittadini, tiene il Campidoglio sette anni, dal dicembre 1993 al gennaio 2001. Tra i programmi più rilevanti, rimasti a contrassegnare il periodo, troviamo quello denominato “Centopiazze”, poi ancora portato avanti nella prima decade del nuovo secolo. Un progetto ambizioso per la capitale, che si propone come un rinnovamento del modo di pensare la città e il suo governo attraverso una ridefinizione dei luoghi collettivi, da liberare dalle auto e trasformare in spazio di incontro, motore di una più complessiva trasformazione urbana. Una proposta insieme concettuale e operativa, che il saggio ripercorre nelle linee di fondo ponendola poi a confronto con la sua concreta messa in opera, attraverso l’analisi di quattro tra le piazze realizzate, ognuna a suo modo emblematica della accoglienza da parte della popolazione e dei diversi esiti nei tempi lunghi.
