Una breve riflessione sulle finanze al tempo di Leone XII

The Jacobin Republic, the Napoleonic domination, the Restoration temporally mark moments of caesura, change and transformation of Rome and the Papal States. The changes brought about by the French domination on the economy, on finances, on the pontifical legal-constitutional order did nothing but accelerate those transformations already underway in the eighteenth century. Among the legacies of past eighteenth-century papal governments, the huge volume of public debt accumulated by the Roman state placed the French authorities first and the papal governments of the successive restorations later, in the position of having to take urgent measures suitable for bringing it back to acceptable levels. Among these, the amortization service of the public debt stands out under Pope Leo XII through the amortization fund which, in the future, was part of the Ministry of the Treasury.
