Administrative complexity and participation. An inextricable knot

Participation in administrative decisions is a protected right in both European and Italian law. It is often considered the cause of the complexity of administrative procedures and the target of simplification techniques. Yet participation is often only a necessary step in a public authority action that is complex in itself. It is thus necessary to distinguish between complexity and complication: participation is necessary for the former, useless for the latter.
