The essay examines urban regeneration and informal city in the European framework. The cases of European countries examined, while differentiating according to the legal context of reference, have common traits such as the enhancement of informality that is not opposed to formality but fits into the open spaces with a view to continuity; the sharing of the city’s administration between citizens and public decision makers; the promotion of active citizenship by changing the role of the citizens themselves; a change in the administration, public officials, and administrators to increase both the skills to cope with the change; and the “culture” of openness to the citizens’ intervention.
