This paper aims to illustrate the technological innovation in the academic teaching activities with regards to the Italian legal framework. Moreover, its purpose is to outline the ministerial actions providing normative rules for academic e-learning. In particular, the first part describes the Ministry of Education, University and Research’s acts aiming to introduce flexibility in the academic system, and it shows how the new technologies are useful to support this process. In the second part, the focus is on the so called “Moratti-Stanca law decree” which have introduced in Italy a new organizational model, widespread abroad: the open universities. Moreover, the paper compares the Italian context to the European one, and considers the problem of the lifelong learning. The paper does not aim to express an opinion about the ministerial measures. Its main purposes are two: on the one hand, it aims to clarify the context of the ministerial policies about ICT in the universities. On the other hand, the goal consists of clarifying the reasons for these measures, describing the organizational impact and the main aspects of the institutional debate.
Obiettivo del saggio è delineare il contesto che fa da sfondo all’innovazione tecnologica nella didattica universitaria e individuare le azioni ministeriali per la regolamentazione dell’e-learning negli atenei. In particolare, nella prima parte sono chiarite le linee di azione del Ministero dell’Università e della Ricerca orientate a introdurre nel sistema universitario italiano quegli elementi di flessibilità rispetto ai quali le nuove tecnologie rappresentano valide risorse strumentali. La seconda parte si concentra sul cosiddetto Decreto Moratti-Stanca che ha introdotto in Italia un nuovo modello organizzativo, già esistente a livello internazionale: le open universities. Fa da sfondo allo studio l’attenzione al contesto europeo, in chiave comparativa, e alle prospettive del lifelong learning. Il paper non intende esprimere giudizi di valore sui provvedimenti, ma chiarire il contesto nel quale si collocano le politiche ministeriali sull’innovazione tecnologica nella didattica universitaria e sui corsi di studio a distanza e le ragioni che le hanno ispirate, delineando l’impatto in termini organizzativi e i tratti salienti del dibattito istituzionale.
