Symplectic translation planes of even order are investigated. Such planes are characterised by the existence of completely regular line--ovals, and these line--ovals give rise to symmetric designs isomorphic to certain designs investigated by Kantor. The use of these designs allows us to describe the collineation group fixing a completely regular line--oval. From this quite surprising results on flag-transitive symplectic planes follow.
