L'Assemblea parlamentare della CECA e la difficile costruzione di un'Europa sociale

The work of the first Community Parliamentary Assembly on the implementation of the social goals of European integration is one of the most interesting aspects of the building of the European Coal and Steel Community. From the very first sittings, the original supranational representative body strove to ensure that the social goals of the 1951 Treaty of Paris were given great prominence. Spurred on by its Committee on Social Affairs, the Assembly engaged in an ongoing dialogue with the High Authority on a range of issues from unemployment measures to occupational safety, from housing for workers to freedom of movement for workers. The essay examines, in the first part, the initiatives of the Common Assembly and, in the second part, the developments and limits of EU intervention in the social sphere in the following decades.
