La Congregazione del Buon Governo dello Stato di Bracciano: un caso di parlamento signorile nel XVII secolo

The essay brings to light, based on a so far unpublished manuscript found in the Archive of the town of Bracciano, the existence of a parliament stately active in the first half of the seventeenth century in the duchy of Bracciano, vast domain belonging to the noble Orsini family and comprising different communities within the Papal State. Called the "Congregation of the Good Government of the communities of the State of Bracciano," a clear reference to the Congregation of the Good Government instituted by Pope Clement VIII in 1592, this body was different, however, from the Papal States, as it was not a mere articulation of the higher in this case, that noble, but it was composed of twelve members, representing as many communities are part of the duchy. Responsible for checking the municipal financial administration, the Congregation occupied regularly with other materials in the first place that statute, representing a remedy to the rigidity of the statutes and making possible adjustments to contingent needs, but at the same time preserving the function of guarantee the prerogatives of the city magistrates and the balance between elegant and municipal authorities. The meetings of the Congregation of the Good Government became also the natural place in which to discuss the issues that concerned the entire territory of the State, as well as to expose any complaints against agents of Baron and intervene in the internal dynamics of the community. The fact that the individual affairs were brought to the location of an organ, which brought together members of all communities, confirms that the domain of the Orsini was not simply the sum of several noble estates, but was unified territorial entity to 'interior of the Papal States, whose autonomy from the central government was preserved substantially intact until the end of the seventeenth century.

Il saggio porta alla luce, sulla base di un manoscritto finora inedito rinvenuto nell’Archivio storico del comune di Bracciano, l’esistenza di un parlamento signorile attivo nella prima metà del XVII secolo nel ducato di Bracciano, vasto dominio signorile appartenente alla famiglia Orsini e comprendente diverse comunità all’interno dello Stato pontificio. Denominato “Congregazione del Buon Governo delle comunità dello Stato di Bracciano”, con un evidente richiamo alla Congregazione del Buon Governo istituita da Clemente VIII nel 1592, tale organo si differenziava però da quello pontificio, in quanto non era una mera articolazione dell’autorità superiore, in questo caso quella signorile, ma era composto da dodici deputati, in rappresentanza di altrettante comunità facenti parte del ducato. Preposta al controllo sull’amministrazione finanziaria municipale, la Congregazione si occupò regolarmente anche di altre materie, in primo luogo quella statutaria, rappresentando un rimedio alla rigidità degli statuti e rendendone possibili gli adeguamenti alle esigenze contingenti, ma preservandone al tempo stesso la funzione di garanzia delle prerogative delle magistrature cittadine e degli equilibri tra autorità signorile e comunale. Le riunioni della Congregazione del Buon Governo divennero, inoltre, la sede naturale in cui discutere i problemi che riguardavano l’insieme dei territori dello Stato, nonché per esporre eventuali lamentele nei confronti degli agenti del barone ed intervenire nelle dinamiche interne alle comunità. La circostanza che affari interni alle singole località fossero portati all’esame di un organo, che riuniva i deputati di tutte le comunità, conferma che il dominio degli Orsini non era semplicemente la somma di diversi possedimenti signorili, ma costituiva un’entità territoriale unitaria all’interno dello Stato pontificio, la cui autonomia nei confronti del governo centrale si conservò sostanzialmente integra fino alla fine del XVII secolo.
