I Regolamenti edilizi e d’ornato in Terra d’Otranto alla fine del XIX secolo. Criteri e norme per le trasformazioni dei centri storici nel sud-Italia

The recent legislation on the recovery of the façades, thanks to the so-called “Bonus Facades”, has reopened the debate on the restoration of historic buildings, the subject of notable interventions in recent years also thanks to the “Piani del Colore” of the Historic Centers. The following work on the nineteenth-century Building Regulations of Terra d’Otranto therefore does not intend to end exclusively in the context of historical research, but to become, thanks to the notable definitions and transformations that the Regulations themselves have produced on the aesthetic aspect, on the ornamentation, on the typologies architecture of the city and also and above all on the techniques and materials used, a starting point for a general rereading of building regulations throughout the Apulian and national territory. This work intends to dwell on the correct methodologies of conservation of ancient centers and contribute to the safeguarding and protection of the historical-architectural heritage.

La recente normativa sul recupero dei prospetti, grazie al cosiddetto “Bonus Facciate” ha riaperto il dibattito sul restauro degli edifici storici, oggetto in questi anni di notevoli interventi anche grazie ai “Piani del Colore” dei Centri Storici. Il seguente lavoro sui Regolamenti Edilizi ottocenteschi di Terra d’Otranto pertanto non vuol esaurirsi esclusivamente nell’ambito della ricerca storica, ma divenire, grazie alle definizioni e trasformazioni notevoli che i Regolamenti stessi hanno prodotto sull’aspetto estetico, sull’ornato, sulle tipologie architettoniche della città ed anche e soprattutto sulle tecniche e sui materiali utilizzati, un punto di partenza per una rilettura generale della regolamentazione edilizia in tutto il territorio pugliese e nazionale. Questo lavoro intende soffermarsi sulle corrette metodologie di conservazione dei centri antichi e contribuire alla salvaguardia e tutela del patrimonio storico-architettonico.
