In 1961 "verde per la città", written by Vittoria Calzolari and Mario Ghio, is released. This book marks a fundamental passage in the history of Italian cities. A few years later the concepts, the ideas and the quantities, suggested in this research, will find in DM 1444/68 “standards” their translate in a legal form. Although the standards were not built-on in a completely satisfactory form (the qualitative features are skipped with the only advantage of the quantitative features), they will be one of the few real safeguards to stem the overwhelming force of urban income. Several years later, the “Variante Generale al piano di Brescia” (1986) constitutes the applied opportunity that allows the two Authors to return to the challenge of quality. In the Brescia plan the plots of land designated for standards are interpreted as keystone of a sustainable mobility system based on the ancient network of rural routes which expands from the urban heart to the more marginal areas (internal and external). This system is constituted as the primary urban regeneration item of a urban framework already in evident crisis of deindustrialisation. An innovative scientific contribution which is widely remained underestimated in its more structural aspects with the exception of the Siena plan (1988) edited, in the landscape aspects, by Vittoria Calzolari herself. Nowadays, recent experiences, mostly traceable in northern Europe, can be grafted on this contribution. In the context of the so-called "Green cities", there are experiences that show the rise of new awareness towards the role that these endowments can play in the context of the wider urban ecosystem (ecological networks, green infrastructures) and at the same time in the construction of a true civic center of social life that is sought in a reciprocal integration between activities of social relevance (nursery school, kindergarten, play infrastructures, library, canteen) which goes as far as co-presence of different activities within the same building. Therefore, a systemic vision and new trends to be read as experiences that could be usefully recalled on the occasion of a possible update of the legal framework for urban welfare.
La pubblicazione, nel 1961, del volume il "Verde per la città", di Ghio e Calzolari ,segna un passaggio fondamentale nella storia delle città italiane. Dopo pochi anni i concetti, e le quantità, espressi nella ricerca, troveranno una loro declinazione in forma giuridica nel DM 1444/68. Seppure non espressi in forma del tutto soddisfacente, l'aspetto qualitativo veniva espunto a vantaggio del solo aspetto quantitativo, gli standard costituiranno uno dei pochi veri presidi ad arginare la forza travolgente della rendita urbana. A distanza di anni l'esperienza della variante generale al piano di Brescia (1986) costituisce l'occasione applicata che consente ai due Autori di tornare sulla questione della qualità. In quella occasione i lotti destinati a standard vengono interpretati come capisaldi di un sistema di mobilità sostenibile basato sulla antica rete dei percorsi rurali che dal cuore urbano si espande alle aree più marginali (interne ed esterne) fino a costituire il primario fattore di rigenerazione urbana di un tessuto già in evidente crisi di deindustrializzazione. Contributo innovativo rimasto largamente sottovalutato nei suoi aspetti più strutturali con la sola eccezione del piano di Siena (1988) curato, negli aspetti paesistici, dalla stessa Vittoria Calzolari. Su questo contributo possono oggi innestarsi recenti esperienze, rintracciabili perlopiù nel nord Europa, che, nel quadro delle cosiddette "Green city", mostrano l'affermarsi di nuove sensibilità verso il ruolo che queste dotazioni possono svolgere nel quadro del più ampio ecosistema urbano (reti ecologiche, infrastrutture verdi) e al contempo nella costruzione di un vero centro civico di vita sociale che è ricercato in una integrazione reciproca tra le attività di rilevanza sociale (asilo nido, scuola materna, infrastrutture ludiche, biblioteca, mensa) che si spinge fino alla compresenza di diverse attività all'interno dello stesso edificio. Visione sistemica e nuove tendenze, dunque, da leggere come esperienze che potrebbero essere utilmente ricordate in occasione di un eventuale aggiornamento del quadro normativo per il welfare urbano.
