The paper is devoted to the analysis of the relationship between foreign policy and European Union materials. It develops an analytical model of these relations that takes into account the requirements of unity of EU external action. The thesis is suggested that the EU has developed a series of models through which to carry out foreign policy goals through the exercise of political materials.
