From a sociological analysis on the distribution of power within the institutional and administrative systems are examined innovation processes affecting the relations between politics and administration. Among these we must consider the role played by the introduction of new legal rules designed to structure and modify relationships between actors and between spheres of action according to models predefiniti.Il contribution has two main objectives: (i) comment on the relationship between objectives and results the research presented in the book, which examined a particularly important and complicated the actual operation of processes and organizational models in the Italian government, which highlights better than other existing gaps between the model designed by the legal rules and behaviors actors administrative systems italianitenendo account of his methodological approach and (ii) to suggest measures for an expansion of the focus of this type of analysis. In particular, we discuss how to define the distinction between politics and administration within the hegemonic normative model, the variance detected in the analysis of the cases, the consequences of which research comes in terms of not only analytical and interpretive, but also regulations. The discussion of the methodology of the research suggests that the independent variables explain the value of which interpretation is neglected, even staying in a top-down angle, in which we investigate the reasons for such a reform (in this case considered good, because based on the principle of the separation between politics and administration) has been implemented or not, or has been implemented differently in different areas or sectors of government. Further development of a research on the relationship between politics and administration could be characterized by (i) an extension of field analysis (what to analyze) and (ii) a research perspective innovation is not limited angle top-down ( how and why observe it). With regard to the first aspect, it is suggested broadening the scope of analysis, from relationship between politics and bureaucracy to the management of networks of public action. With regard to the second aspect, it discusses the possible benefits of a bottom-up approach, which involves studying not so much or not only the implementation of one or more reforms, but noted the changes taking place in the relationship between politics and administration seeking to establish how much and which part depends on reforms that have changed the discipline of leadership and instead depends on how much and what other changes.
A partire da un’analisi sociologica sulla distribuzione del potere all’interno dei sistemi istituzionali e amministrativi sono esaminati i processi di innovazione che interessano le relazioni fra politica e amministrazione. Fra questi va considerato il ruolo svolto dall’introduzione di nuove norme giuridiche finalizzate a strutturare e a modificare le relazioni fra attori e fra sfere di azione secondo modelli predefiniti. Il contributo si propone due obiettivi principali: (i) commentare il rapporto fra obiettivi e risultati della ricerca presentata nel volume, che ha preso in esame un aspetto particolarmente importante e complicato del funzionamento reale di processi e modelli organizzativi nelle amministrazioni pubbliche italiane, il quale mette in luce meglio di altri gli scarti esistenti fra il modello disegnato dalle norme giuridiche e i comportamenti degli attori nei sistemi amministrativi italianitenendo conto anche della sua impostazione metodologica e (ii) suggerire accorgimenti per un ampliamento del focus di questo tipo di analisi. In particolare vengono commentate le modalità di definizione della distinzione fra politica e amministrazione all’interno del modello normativo egemone, La varianza rilevata nell’analisi dei casi, le conseguenze cui la ricerca perviene in termini non solo analitici e interpretative, ma anche normative. La discussione della metodologia della ricerca suggerisce di esplicitare variabili indipendenti il cui valore interpretativo appare trascurato, anche rimanendo all’interno di un’angolazione top-down, nella quale si ricercano le ragioni per le quali una riforma (in questo caso ritenuta buona, perché ispirata al principio della separazione fra politica e amministrazione) è stata o meno attuata, o è stata attuata diversamente in diverse aree territoriali o settori amministrativi. Ulteriori sviluppi di una di ricerca sul rapporto fra politica e amministrazione potrebbero essere caratterizzati da (i) un ampliamento del campo di analisi (che cosa analizzare) e (ii) una prospettiva di indagine dell’innovazione non limitata all’angolazione top-down (in che modo e perché osservarlo). Con riferimento al primo aspetto si suggerisce l’ampliamento del campo di analisi, passando dal rapporto politica–burocrazia al management delle reti di azione pubblica. Con riferimento al secondo aspetto, si illustrano I possibili vantaggi di un approccio bottom-up, che implica studiare non tanto o non solo l’attuazione di una o più riforme, ma rilevare i mutamenti in atto nel rapporto fra politica e amministrazione cercando di stabilire quanta e quale parte dipende dalle riforme che hanno modificato la disciplina della dirigenza e quanta e quale dipende invece da altri cambiamenti.
