This paper examines the evolution of the theory of redistributive policies, initially based on the distinction between necessary and unnecessary, and then the theory of marginal value. Describes the gradual removal of the distinction must-redundant from its original religious content, and the connection that this distinction holds with the theory of diminishing marginal utility with respect to income.
