Il governo legislatore. Esecutivo ed attività normativa in Gran Bretagna e negli Stati Uniti

The volume examines the regulatory power of the executive in Britain and the United States, emphasizing the differences in the two countries linked to the different form of government, the different party structure and the different kind of state. In particular, it takes into account the role of the two executive in the legislative process, in the work of drafting and the use of the legislative mandate. The analysis is performed in the light of a broader context, as determined by the general trend towards an increase in the powers of the executive at the expense of the legislative branch, which for decades has established itself in all Western democracies.

Il volume esamina il potere normativo dell’esecutivo in Gran Bretagna e negli Stati Uniti, sottolineando le differenze presenti nei due Paesi legate alla diversa forma di governo, alla diversa struttura partitica e al diverso tipo di stato. In particolare prende in considerazione il ruolo dei due esecutivi nel procedimento legislativo, nell’opera di drafting e nell’utilizzo della delega legislativa. L’analisi è svolta alla luce di un contesto più ampio, determinato dalla tendenza generale verso un accrescimento dei poteri dell'esecutivo, a discapito del legislativo che, già da decenni, si è affermato in tutte le democrazie occidentali.
