In the light of the example of the Lawyers Movement in Pakistan, this essay aims at demonstrating that it is not “culture” which stands in the way of the development of virtues intrinsic to democratic society, and pertaining to rational, individualistic ethics and norms in the Muslim world. In fact, in Pakistan, against all odds, a civil society exists and can be awakened whenever a chance arises to challenge a deeply vitiated system surviving thanks to the unscrupulous exploitation of an ambiguous ideology, and external backing.
