The chapter tackles the question of a federal solution for the EU. Within this framework the author analyses the two contrasting views of tax harmonization and tax competition which he denotes as orthodox approach and constitutional approach respectively. In his view the first approach conceives of government as a maximizer of social welfare, the second one as a revenue maximizer.
