This paper focuses on local development policy, intended as a prototype of intervention aimed at promoting social change. Although numerous theoretical and practical efforts have been made in the last 60 years (Banks & Shenton, 2001; Berg, 1993; Hansen et al, 2000, Kaplan, 1999, Schacter, 2000; World Bank, 2001), there is a rather widespread dissatisfaction with the results of the interventions (Banerjee, 2007; Cassen et al., 1994; De Leo & Fini, 2012; Easterly, 2006; Michalopoulos et al., 1987; Mosely, 1987; Mosely et al., 2006; White, 1992). Criticisms show that policies prove to be effective only in territories which already have a well established economic base and benefit from virtuous forms of governance. (Hermes et al., 2001).
