The introduction of the first round of University Reform (unit-credit systems, three plus two degree structures, etc.) has meant serious review and adjustment of syllabuses, courses and methodologies across the board, for all subjects. A conceptual framework for the design, implementation and verification of English language provision is discussed, with particular reference to the development of valid and reliable testing instruments for foreign languages.
