Problemi di conoscenza e di salvaguardia in ambito urbano: esperienze di approfondimento rispetto al tessuto edilizio di Roma

Problems of knowledge and preservation in Urban Areas: study experiences about the Rome building fabric. In this article some study experiences of the seventeenth-century building fabric in Rome are put in relation with the regulatory indications of the new Town-Planning Scheme, which has been in effect since 2008. This can provide the opportunity to reflect on recent urban planning trends in relation to the historical areas of the city. Points of discussion are in fact the introduction, starting from the early 2000s, of the morphological reading of the settlements and, in connection with it, the implementation methods of the Town-Planning Schemes. With the transition from the zoning of the old Town-Planning Schemes to the morphological recognition of the building fabrics, there has undoubtedly been an important progress; but it is the same reasons of the choice of that criterion to impose the removal of the risks of too generalizing and homologating identifying, unable to provide valid guidance for targeted strategies The modalities of approach to the knowledge of building fabrics, the levels of analysis to be achieved, are therefore important issues in the recent turn of urban planning, which must be given proper attention.

In questo articolo alcune esperienze di studio del tessuto edilizio seicentesco a Roma vengono messe in relazione con le indicazioni normative del nuovo Piano Regolatore, in vigore dal 2008. Questo può fornire l'occasione per riflettere sulla recenti tendenze della pianificazione urbanistica in relazione alle aree storiche della città. Punti di discussione sono infatti l'introduzione, a partire dai primi anni 2000, della lettura morfologica degli insediamenti e, in relazione ad essa, le modalità di attuazione dei Piani Regolatori. Con il passaggio dalla zonizzazione dei vecchi Piani Regolatori al riconoscimento morfologico dei tessuti edilizi, c'è stato senza dubbio un progresso importante; ma sono le stesse ragioni della scelta di quel criterio a imporre la rimozione dei rischi di un'identificazione troppo generalizzante e omologante, incapace di fornire valide indicazioni per strategie mirate Le modalità di approccio alla conoscenza dei tessuti edilizi, i livelli di analisi da raggiungere, sono quindi temi importanti nella recente svolta dell'urbanistica, a cui occorre prestare la giusta attenzione.
