Over the course of the 20th century, the welfare system fostered a type of development that allowed citizens to reach a high level of well-being and social cohesion, particularly in developed economies, thus encouraging greater consumption and increased productivity. The deep-rooted changes that have been sweeping the Western capitalist world since the 1980s have called into question the role of welfare, which is now almost universally considered a hindrance to competitiveness. In the past few decades, the global geopolitical situation – dominated by the strengthening of nationalist sympathies and the increasingly obvious weakness of principles of international cooperation and of demands for human and civil rights – has fomented inequality and democratic instability, heightening phenomena such as marginalisation and spatial, social and cultural polarisation. In cities, increased urbanisation, climate-altering emissions, the exhaustion of ecological and environmental resources and the lack of effective social policies all highlight the emergence of a new ‘urban problem’ that requires the implementation of an unprecedented kind of welfare, based on the construction of the public city as part of an integrated and inter-scalar strategy that focuses on urban regeneration and the restoration of territorial balance. Given these circumstances, over 50 years after the passing of Intermnisterial Decree DI 1444/68 on town planning standards, considered a crucial and seminal moment in Italian town planning’s approach to urban welfare, this article aims to analyse the link between the change occurring in today’s cities and territories and the emergence of a new range of needs that may find fertile ground for research, experimentation and discussion amongst the proposals for the new legislative, planning, environmental, administrative and social aspects of space of an acceptable town planning standard. It does this by focusing on a case study that boasts a high level of integration, interdisciplinarity and repeatability.
Nel corso del XX secolo il welfare è stato il motore di sviluppo che ha consentito, in particolare nei paesi a economia avanzata, il raggiungimento di un alto livello di benessere e di coesione sociale favorendo maggiori consumi e l’aumento della produttività. Le trasformazioni strutturali che a partire dagli anni Ottanta investono il mondo capitalista occidentale mettono in crisi il ruolo del welfare considerato, quasi ovunque, un freno alla competitività. Nelle città, l’aumento dei processi di urbanizzazione, delle emissioni climalteranti, il depauperamento delle risorse ecologico-ambientali, la mancanza di efficaci politiche sociali, evidenziano l’emergere di una nuova “questione urbana” che richiede la messa in campo di un nuovo welfare, incardinato sulla costruzione della città pubblica quale strategia integrata e interscalare, finalizzata alla rigenerazione urbana e al riequilibrio territoriale. In questo quadro di riferimento, a oltre 50 anni dall'emanazione del DI 1444/68 sugli standard urbanistici, considerato un momento cruciale e rifondativo per la cultura urbanistica italiana nella riflessione sul welfare urbano, il contributo intende approfondire, a partire da un caso di studio connotato da alti livelli di integrazione, interdisciplinarietà e iteratività, il rapporto tra i mutamenti in atto nella città e nei territori contemporanei, e l’emergere di un nuovo quadro esigenziale, che può trovare nella proposizione di nuove dimensioni normative, progettuali, ambientali, gestionali e sociali degli spazi “a standard”, un terreno ancora molto fertile di ricerca, sperimentazione e confronto.
