Demos is not ethnos. All the liberal democracies in modern nation-states exhibit these two dimensions. The people are not a defined and self-sufficient entity. It is a non-static dynamic reality. Therefore, the policy of belonging in the era of fragmentation of citizenship has to do with negotiating complex relations between rights of full membership, democratic expression and residence in the territory. Proper membership includes: the recognition of the moral right of refugees and asylum seekers to “first entry”; a regime of porous borders for migrants; the ban of the nationality deprivation and rights of citizenship; the claim of the right of every human being to “have rights”, that is, to be a legal person who holds some inalienable rights, regardless of their political status.
