Fresh Kills Park is a hybrid system. This is so for its nature and its history. It is a natural site where water represents the structural component of the environment. It is a humid terrain. FKP is a portion of an archipelago within a vaster system of archipelagos in which the environmental connotation, based on a geological matrix, has fused with the evolution of structures of settlement, defining the spaces of the system, each with their own characteristics of identity and culture. The result is a system of archipelagos with enormous potentialities for landscape differentiation. FKP is an artificial site. This is true for its topographic and pedological configuration. It is a site that embodies a history of dynamics of settlement, whose effects have caused alterations to natural structures on par with the strength dictated by natural events. FKP has thus become a system of promontories that in turn have had their own effect on the structure of the landscape, on the relationship with the water, on the characteristics of settlement and, finally, on the potentialities for the evolution of the site itself. FK is now labelled a Park. It is a park where natural and artificial infrastructural systems must find some form of symbiosis capable of creating "Emerging Properties". Those properties manifest when a system re-organises its components and proceeds towards evolution. A natural park and at the same time an urban centrality, rich with events and ready to host what can be defined a new generation of infrastructural systems: the “Large Technological System”, an open system ready to interact with the environmental and social conditions of a given context. The proposed project assimilates the organisation of renewable resources in Local Micro-Networks, such as the pragmatic Large Technological System. It has its own Hardware, in other words a physical structure, its own Software (smart meters), that is, immaterial management systems, and its own Brainware, an ethical and cultural value. Hardware, Software and Brainware are used to define an auto-poetic and resilient system, contrasting the forms of standardisation and vulnerability of fossil systems and more simply capable of restoring the local geographic condition.
