Il progetto di territorio per la tutela e la valorizzazione integrata del patrimonio urbano storico

In recent years the historical urban patrimony has seen new threats to its protection, some common to different contexts, others more specific: from the pressures to the homologation of the processes of globalization, to the unsustainable consumption of resources; from a further intense urbanization process in some contexts, to the emptying of the population in others; from the settlement pressures to the territories on the margins of the protected historical areas, to the emergence of issues related to the construction of equipment for the production of energy from renewable sources. The debate developed in relation to the new challenges posed to the preservation of the historical urban heritage has brought out a series of critical issues that concern the one hand the approach and the other the tools to face them .. The urban instrumentation so far used has shown limits that can be overcome with a different way of tackling the issues at the center of reflection. The "territorial project" - as an approach capable of outlining a strategy accompanied by the tools and actions of its implementation - appears more appropriate for the identification and conservation of the value system associated with the urban heritage; for the definition of the historical urban landscape and its relationship with the environmental context; for the rethinking of acceptable space transformations related to sustainable and inclusive social and economic development.
