The spontaneous nature of metropolitanization, in the presence of the current global recession, the increase in the world population, climate change, territorial imbalances, the depletion of ecological and energy resources draw attention to the need of a unitary, integrated and interscalar strategy of public government aimed at urban and territorial regeneration to give back perspectives of fairness, quality and sustainability. A strategy of regeneration, which invests all policies that pertain to the government of the territory, identifying the public city as the main component, in order to provide an integrated answer to the needs of environmental regeneration, social revitalization, and economic and cultural enhancement of the city, starting from new experimental references, connected to complementary and interactive perspectives which correspond to specific lines of action and intervention. The need to substantiate the concept of urban regeneration, overcoming the inadequacy of traditional tools for the construction of the public city as well as the long-standing issue related to the serious shortage of resources to implement urban plans, which has always penalized the Italian town planning, strongly underline the urgent need to tackle the unsolved and underestimated topic of a national planning legislation reform. A reform that could define some essential and inalienable principles and bring to a synthesis the legislative innovations introduced at the regional level.
