This essay is part of the volume “Migration in the Mediterranean area and the challenges for hosting European society”. This volume includes excerpts from the proceedings of the international Conference on Migration, Sea Border Control and Human Rights of the 21st June 2017 held at the Jean Monnet Centre of Excellence on Migrants Rights in the Mediterranean. In particular, this article focuses on enforcement powers at sea and explains how the phenomenon of moving borders through military operations is progressively leading to the process of the externalization of sea border management of the EU external frontiers.
