How is organised the representation of interests in European decision-making processes? What are the channels made available by the European institutions to dialogue with pressure groups? Where is the border between lobbying and forms of participatory democracy? These are questions that this book addresses starting from the analysis of the institutional channels and the role of the pressure groups that, on the model of the Anglo-Saxon lobbying, crowd the political arena of Brussels. Through the evolution over time of the representation of interests and its relationship with the institutional dimension, the characteristics of European lobbying are outlined, the regulatory measures introduced in recent years and the extension of this practice to territorial realities. If from the early studies the contrast between strong interests and weak interests has guided the reflection on European lobbying, there are currently positions that highlight the relationship existing between the institutional set-up of the Union and the debate on the future of democracy European.
Come si configura la rappresentanza di interessi nei processi decisionali europei? Quali sono i canali messi a disposizione dalle istituzioni europee per dialogare con i gruppi di pressione? Dove passa il confine tra l’attività di lobbying e le forme di democrazia partecipativa? Sono interrogativi che questo libro affronta a partire dall’analisi dei canali istituzionali e del ruolo dei gruppi di pressione che, sul modello del lobbying anglosassone, affollano l’arena politica di Bruxelles. Attraverso l’evoluzione nel tempo della rappresentanza di interessi e del suo rapporto con la dimensione istituzionale, si delineano le caratteristiche del lobbying europeo, le misure di regolazione introdotte negli ultimi anni e l’estendersi di questa pratica alle realtà territoriali. Se fin dai primi studi la contrapposizione tra interessi forti e interessi deboli ha guidato la riflessione sul lobbying europeo, a questa si affiancano attualmente posizioni che evidenziano il rapporto che esso intrattiene con l’assetto istituzionale dell’Unione e con il dibattito sul futuro della democrazia europea.
