The difficulty, apparent nowadays, of governing Rome's collective problems have both recent reasons and roots in the past. In the chapter authors' observations and remarks about Rome's urban agenda and the governability of the Italian Capital City that had been made before the local elections of 2016 are brought up to date. Rome is suffering the effects of the current period of repeated political changes and political instability, which go along with the weakened role of the state in providing the financial basis for reproducing a coalition between political actors and economic interests, above all of real estate business and land rent. This is weakening on of the most important resources of a city's governability: cooperation between political authorities of different scales. The chapter presents public problems (economic, social and spatial), resources, as well as opportunities and limits of government action and public policies carried out in various domains, which are focused on in further chapters of this edited book.
Le difficoltà oggi palesi di governare i problemi collettivi a Roma hanno sia cause recenti, sia radici nel passato. Il capitolo aggiorna osservazioni e riflessioni degli autori sull'agenda urbana a Roma e la governabilità della Capitale effettuate alla vigilia delle elezioni comunali del 2016. Gli effetti di una fase di alternanza e instabilità del sistema politico si sommano all'esaurimento del ruolo dello stato che, attraverso investimenti pubblici, aveva favorito la riproduzione di una coalizione fra interessi economici (soprattutto nel settore immobiliare e della rendita fondiaria) e politica. Tutto questo sta producendo l'affievolirsi di una delle risorse importanti della governabilità urbana: la cooperazione fra autorità politiche di varie scale. Il capitolo presenta i problemi pubblici (economici, sociali e spaziali), le risorse, le opportunità e i limiti dell'azione di governo e delle politiche pubbliche nei diversi settori di intervento, approfonditi dai capitoli successivi dell'opera curata.
