The work resumed the analysis launched the previousyear on the persistent infrastructure delay of the road and logistics network in Italy, extending the field to other infrastructure investment areas where delays or new opportunities are opened: aqueducts, energy networks, port system, telecommunications networks. The main issues that the research has focused on were: - the effective capacity of the institutional and administrative system to define the infrastructure development strategy - and to ensure its implementation - on the basis of a vision of the Italian territory and its vocations, united and shared; - the initiatives needed to achieve the interconnection of the various logistical and infrastructure networks (highways, railways, airports and ports) currently serving the territory without however being able to compose an integrated system. The research was based on the result of a stakeholder consultation involving representatives of local, national and sectoral institutions, as well as of businesses, economists and experts (transport, telecommunications, water networks, renewable sources, ports).
Il gruppo di lavoro ha ripreso l’analisi già avviata l'anno precedente sul perdurante ritardo infrastrutturale del sistema delle reti viarie e della logistica, allargando il campo ad altri ambiti di investimento infrastrutturale nei quali si registrano ritardi o si aprono nuove opportunità: acquedotti, reti energetiche, sistema portuale, reti di telecomunicazione. Le principali questioni su cui si è concentrata la ricerca sono: – l’effettiva capacità del sistema istituzionale e amministrativo di operare le scelte di sviluppo infrastrutturale – e di assicurarne la realizzazione – sulla base di una visione del territorio italiano e delle sue vocazioni, unitaria e sufficientemente condivisa; – le iniziative necessarie per realizzare l’interconnessione delle diverse reti logistiche e infrastrutturali (autostrade, ferrovie, aeroporti e porti) che attualmente servono il territorio senza riuscire tuttavia a comporre un sistema integrato. Il gruppo ha svolto audizioni con rappresentanti delle istituzioni locali, nazionali e di settore, con rappresentanti delle imprese, economisti ed esperti (trasporti, telecomunicazione, reti idriche a fini civili, fonti rinnovabili, porti).
