The article examines the Welsh referendum of March 1, 1979 relating to the entry into force of the Wales Act 1978. Both in the preparatory stages (the debate on devolution and the referendum campaign) that during the vote, this case is suitable for an analysis that goes beyond the boundaries of Wales by investing the entire UK political and institutional process. The verdict on devolution, in fact, brought back to the attention of the institutional actors and of the public the instrument of referendum, which had been long neglected and devalued because of the doctrine of parliamentary sovereignty. The Welsh referendum experience of 1979 proves that the referendum may be an instrument capable of determining the will of the electorate, no longer exclusively mediated by representatives at Westminster.
L'articolo esamina la consultazione referendaria in Galles del 1 marzo 1979 relativamente all'entrata in vigore del Wales Act del 1978. Sia nelle fasi preparatorie (il dibattito sulla devolution e la campagna referendaria) che nella fase del voto, questo caso si presta ad un’analisi che travalica i confini del Galles investendo l’intero processo politico ed istituzionale del Regno Unito. Il verdetto sulla devolution, infatti, ha proposto nuovamente all’attenzione degli attori istituzionali e dell’opinione pubblica un istituto, quello del referendum, a lungo trascurato e svalutato in ragione dell’adesione alla dottrina della sovranità parlamentare che vede in Westminster l’unica sede legittimata ad esprimere la volontà della nazione britannica. Il referendum si è imposto quale strumento capace di determinare la volontà decisionale del corpo elettorale, non più esclusivamente mediata dai propri rappresentanti presso la sede parlamentare, bensì diretta.
