Tools such as the Territorial Pacts and Integrated Projects (PIT) are no longer targeted to individual enterprise, but to the territory: the objective and manage each of its elements in view of the integration of financial channels of intervention projects edegli local actors. This implies that the programs should be defined and managed at the local level. The first problem is the delimitation of the areas of intervention.
Le politiche per lo sviluppo del Mezzogiorno hanno subito in questi anni una progressiva territorializzazione, che può essere letta come l’affermazione di una dimensione locale, di una dimensione progettuale, e di una dimensione partenariale. In questo processo di riscoperta del territorio è stato determinante il contributo dei geografi e studiosi di sistemi locali che hanno enfatizzato l’importanza delle variabili istituzionali, l’ispessimento localizzato di relazioni e l’esperienza dei sistemi produttivi flessibili. Strumenti come Patti Territoriali e Progetti Integrati (PIT) non sono più mirati alla singola impresa, ma al territorio: l’obiettivo e gestire ciascuno dei suoi elementi nell’ottica dell’integrazione dei canali finanziari, dei progetti di intervento e degli attori locali. Questo implica che i programmi debbano essere definiti e gestiti a scala locale. Il primo problema è la delimitazione delle aree di intervento.
