In the title of this thesis there is an inherent element of innovation than in the recent history of research in media education, in the intention to consider media education not only as a field of research and educational intervention, but as a new way of living consciously the knowledge society. A society in which the term "education" is more and more to coincide with the term "media-education" and the educator with the media-educator. The educational institution, in acknowledgment of the current crisis, should be able to build meaningful relationships between the generations, never losing sight of its power of social and cultural emancipation of the subjects. It is necessary in this regard, welcome the challenges of the modern in an attempt to reduce at least the various types of "gaps" intergenerational media. The proposed case study is the On Air Project, funded by the European Commission under the Lifelong Learning Programme as a sub-program of Comenius. Partners involved: Italy, Belgium, Romania, Bulgaria, Lithuania, Poland. For Italy, the Scientific Director of the project is Prof. Mario Morcellini. Among the others, the main objectives of the On Air research, have been reflect on the role of media education, by area of educational and training intervention to a new form of citizenship; observe and investigate how changes triggered by communication processes affect the processes of identification young people to recognize, therefore, the reconfiguration of the dynamics of socialization, taking advantage of the new ways of relating establish that the younger generation against their peers, school and family, within a context not only national but European; research new training strategies, that provide tools guidance to the socio-cultural complexity, taking into account the new content produced by the advent of new media and by crossing them with the old media. Particular attention was paid to the deepening of the different definitions and interpretations of the concept of competence, from the point of view of scientific literature and the institutional evolution, and the concept of citizenship, highlighting the consistencies and characteristics that strongly associate it with the idea of media education. It can be assumed in such a conceptual framework that the trust placed in communication, especially in its ability to raise the subject in terms of cultural development, has been excessive? Why the increase in technology and changes in content of communication was not followed by a proportional increase in media and interpersonal skills of the individual subjects? And as for digital citizenship, it is possible that this is more than a projection of the adult rather than a real acquisition of the younger generations, certainly participatory "online", but characterized by a disproportionate level of social political and cultural participation "off line"? These are questions of enormous importance, which, as scholars and educators, we will certainly be held accountable for the foreseeable future.

Nel titolo della tesi è insito un elemento di innovazione rispetto al recente passato di ricerca in ambito media educativo, nell’intenzione di considerare la media education non solo come ambito di ricerca e intervento educativo, bensì come nuovo modo di abitare consapevolmente la società della conoscenza. Una società in cui il termine “educare” viene sempre più a coincidere con il termine “media-educare” e la figura dell’educatore con quella del media-educatore. L’istituzione scolastica, nella presa d’atto dell’attuale fase di crisi, deve riuscire a costruire relazioni significative fra le generazioni, non perdendo mai di vista il suo potere di emancipazione sociale e culturale dei soggetti. È necessario, a tal proposito, accogliere le sfide del moderno nel tentativo di ridurre almeno le varie tipologie di “gap” mediali intergenerazionali. Il caso di studio proposto è il Progetto On Air, finanziato dalla Commissione Europea nell’ambito del Lifelong Learning Programme come sotto-programma del Comenius. I partner coinvolti: Italia, Belgio, Romania, Bulgaria, Lituania, Polonia. Per l’Italia, la Direzione Scientifica del progetto è del Prof. Mario Morcellini. Gli obiettivi principali della ricerca On Air sono stati, tra gli altri, riflettere sul ruolo della media education, da ambito di intervento educativo e formativo a nuova forma di cittadinanza; osservare e indagare come i cambiamenti innescati dai processi comunicativi condizionano i processi di identificazione dei giovani; riconoscere, dunque, la riconfigurazione delle dinamiche di socializzazione, cogliendo le nuove modalità di relazione che le giovani generazioni instaurano nei confronti dei pari, della scuola e della famiglia, all’interno di un contesto non solo nazionale bensì europeo; ricercare strategie formative nuove, che forniscano strumenti di orientamento alla complessità socioculturale, tenendo conto dei nuovi contenuti prodotti dall’avvento dei new media e dall’incrocio di essi con i vecchi media. Particolare attenzione è stata posta sull’approfondimento delle differenti definizioni e declinazioni del concetto di competenza, dal punto di vista della letteratura scientifica e dell’evoluzione istituzionale, e del concetto di cittadinanza, evidenziandone le congruenze e le caratteristiche che lo associano fortemente all’idea di media education. Si può ipotizzare in tale quadro concettuale che la fiducia riposta nella comunicazione, soprattutto nella sua capacità di elevare il soggetto in termini di crescita culturale, sia stata eccessiva? Come mai all’incremento delle tecnologie e all’evoluzione dei contenuti di comunicazione non ha fatto seguito un proporzionale aumento delle competenze mediali e relazionali dell’individuo? E per quanto concerne la cittadinanza digitale, è possibile che si tratti più di una proiezione dell’adulto piuttosto che di una reale acquisizione da parte delle giovani generazioni, certamente partecipative “on line”, ma caratterizzate da un non proporzionale livello di partecipazione sociale, politica, culturale “off line”? Si tratta di interrogativi di fondamentale importanza, ai quali, come studiosi ed educatori, saremo certamente chiamati a rispondere nell’immediato futuro.
