Licensed sharing of underutilised spectrum by a limited number of rights holders may increase spectrum capacity. The paper explores the benefits of an individual authorisation scheme. The scheme described can be implemented rapidly in Europe under the existing EU regulatory framework for electronic communications, reaping the benefits of the mobile internet revolution for industry and consumers in Europe and globally.
