The research belongs to the Environmental Design field and refers to the sector called complexity of the project because of the several stakeholders involved, such as public and private investors, and the different phases of the process considered. The methodological background is based on a performance-requirement aptitude and on a bioclimatic approach to design. The regeneration of existing public buildings is a contemporary important challenge that should be faced in a cradle to cradle perspective. The paper focuses on historical commercial buildings also known as municipal markets; among the several motivations behind this choice, there are qualitative (many markets with historical values are not properly endorsed) and quantitative aspects as well as general considerations. Moreover, the originality of the contribute is in the integrated process proposed, where historical and environmental quality aspects are included. Until this moment, the municipal markets have been investigated following two methodologies: a systemic urban-wide approach (see the case of Barcelona) and a thematic lecture and mapping of the buildings that emphasize historical, morphological and technological features. But a methodology oriented to the inclusion of aspects such as environmental quality and comfort should be implemented. The research done on the shopping centres is appreciable for benchmarking actions. The research output is a model of intervention organized in two parts. The targets of the first one are the stakeholders at the time when they define the objectives of municipal market regeneration, a tool will provide specific information for each step of the process, driving and supporting the choices. Then the focus passes on the evaluation of the potential that those buildings have in terms of environmental refurbishment. A sustainable version of the audit assessment scheme, based on Plan-Do-Check-Act methodology and aimed to the improvement of the global quality of the system, might be the frame of this second phase.
