The problem of wind reconstruction on the sea surface from scatterometer Ku-band or C-band data is considered. We consider a scatterometer with three beams (i.e., ERS-1) and we process data points with three measurements or with two measurements (i.e., incomplete data). The procedure that we propose reduces the problem of the wind vector held reconstruction to a sequence of global optimization problems solved with a stochastic global optimization algorithm. This reconstruction procedure appears to be very successful on simulated data obtained using [17] or provided by ESA (C-band data) [18].
