By means of several examples, I show that it is very difficult to specify what is the opinion of a community starting from the opinions of its members. Then I deal with some systems to allocate seats to parties in elections. In particular, I examine the actual laws relative to the two Italian Houses of Representatives (Senato and Camera), highlighting some properties and some situations in which they seem to be far from fairness.
