Equity: the unsolved puzzle about outcomes, formal rights and responsibilities

The article is both a critique to the crude equality of opportunity approach, and a proposal either for complementing it with efficiency considerations or for utilizing other criteria of effort measurement. The critique is mainly centered both on the necessity of a better understanding of the interactions between time and effort and on the limited applicability of effort considerations: the latter, in my view, is only suitable for specific health risks, namely health risks in old age. The proposal of qualifying effort with efficiency of care follows from a provisional experiment held at the University of Rome. The proposal of utilizing measures of current effort, rather than past effort is a straightforward implication of the critical part of the work.
