L'equilibrio degli interessi nel governo del territorio

The research is a survey of the reconstructive techniques of representation and composition of the interests involved in the processes of regional and urban planning, with regard not only to Italy but also in other European countries (UK, France and Germany) and the United States . The theoretical perspective adopted is that of the administrative procedure in its structural and functional profiles. The study is divided into five chapters: the interests of the government of the territory, the introduction, the acquisition and representation of interests, and the composition and weighting of the interests, and the care of the interests: the distribution of functions, the search for ' balance: principles and techniques.

La ricerca è un’indagine ricostruttiva delle tecniche di rappresentazione e composizione degli interessi coinvolti nei procedimenti di pianificazione territoriale e urbanistica, con riguardo non solo all’Italia, ma anche ad altri Paesi europei (Regno Unito, Francia e Germania) e agli Stati Uniti. La prospettiva teorica adottata è quella del procedimento amministrativo nei suoi profili strutturali e funzionali. Lo studio è articolato in cinque capitoli: gli interessi nel governo del territorio; l’introduzione, l’acquisizione e la rappresentazione degli interessi; la ponderazione e la composizione degli interessi; la cura degli interessi: la distribuzione delle funzioni; la ricerca dell’equilibrio: i principi e le tecniche.
