5 per thousand is considered by the Government of the XIV legislature as the start of a sea change in the relationship between public and private, an innovative tool designed to expand the possibilities of voluntary choice of the citizens in the areas of financing of public interest, such as the ricerca.Il measure, in fact, is born above all from the fact that our country invests little in scientific development. Thus, the CRUI (Conference of Italian University Rectors), accepting an invitation widespread in the university system, has supported universities in the promotion of an information campaign on the many opportunities that the allocation of 5 per thousand university would offer the entire system country in terms of growth and competitiveness. The Rectors have shared then the need to invest in the future by allocating shares of that funding to young people and to the research, the key strategic innovation. However, the initial idea to fund the research was extended to include the list of recipients 22 677 non-profit organizations, municipalities 8103, beyond the 439 used in scientific research institutions, and 49 research institutes of health. The total number of structures that can be divided, according to government estimates, 270 million euro, is equal to 29.165.Il measure, appreciable in its intentions, has generated a debate in which many voices in favor were confronted with concerns about the procedures for verification of the actual possession of the requirements prescribed by law, or competition with organizations, such as sports, which have little to do with the ricerca.Il 5 per thousand configure it, then, as the first step on the road to revaluation of the search as a link between cultural production and economic and social growth of our society. The second step would be to support the decisions of citizens with a clearer state budget that recognizes the role of the research leads to innovation and progress voltage.

Il 5 per mille è considerato dal Governo della XIV legislatura come l’avvio di un cambiamento di rotta nei rapporti tra pubblico e privato, uno strumento innovativo pensato per ampliare le possibilità di scelta volontaria dei cittadini nel finanziamento di settori di interesse collettivo, quali la ricerca. Il provvedimento, infatti, è nato soprattutto dalla constatazione che il nostro paese investe poco nello sviluppo scientifico. Così, la CRUI (Conferenza dei Rettori delle Università Italiane), accogliendo una sollecitazione diffusa nel sistema universitario, ha sostenuto gli Atenei nella promozione di una campagna informativa sulle numerose opportunità che l'attribuzione del 5 per mille all'Università offrirebbe all'intero sistema Paese in termini di crescita e competitività. I Rettori hanno condiviso poi l'esigenza di investire nel futuro destinando le quote di tale finanziamento ai giovani e alla ricerca, chiavi strategiche d'innovazione. Tuttavia, l’idea iniziale di finanziare la ricerca si è estesa includendo nell’elenco dei beneficiari 22.677 onlus, 8103 comuni, al di là dei 439 enti impiegati nella ricerca scientifica e di 49 istituti di ricerca sanitaria. Il totale delle strutture che possono dividersi, in base alle stime del Governo, 270 milioni di euro, è pari a 29.165. Il provvedimento, apprezzabile nelle intenzioni, ha generato un dibattito in cui le molte voci a favore si sono confrontate con le preoccupazioni relative alle modalità di verifica dell’effettivo possesso dei requisiti prescritti dalla legge , o alla competizione con enti, come quelli sportivi, che poco hanno a che vedere con la ricerca. Il 5 per mille si configura, quindi, come il primo passo sulla strada della rivalutazione della ricerca come anello di congiunzione tra produzione culturale e crescita economica e sociale della nostra società. Il secondo passo potrebbe essere quello di supportare le decisioni dei cittadini con un più chiaro stanziamento statale che riconosca alla ricerca il suo ruolo di porta per l’innovazione e la tensione al progresso.
