Starting from the consideration that the Peace of Constance (1183) was more a point of arrival then a point of departure, the Article outlines the ways the city communes of northern Italy in the twelfth century came to attain three goals: to establish themselves as authorities which exercised justice, to do it on a territory, to include their power in a hierarchical order which first legitimized, the claims of the cities in the countryside then ruled the relationships with the empire.
Partendo dalla considerazione secondo la quale la pace di Costanza (1183) fu piuttosto un punto d’arrivo che un punto di partenza l’artcolo delinea il modo in cui i comuni dell’Italia settentrionale nel corso del secolo XII giunsero a perseguire tre obiettivi: affermarsi come autorità che amministravano la giustizia, farlo su un terrotorio, iscrivere il loro potere in un ordine gerarchico che servì prima a legittimare le pretese della città sul territorio poi le relazioni con l’impero.
