In order to achieve the sustainable goals promoted by UN, special attention needs to be paid to the complex aspects involving cities: working towards sustainable, inclusive and safe communities and places promoting operations to comply with international agreements and reap benefits in everyday life. Identifying the most appropriate methods of intervention requires taking as a reference the various territorial scales up to the building scale; provide governance, the driving force and manager of sustainability, with effective tools to support the planning / design of interventions and able to combine social, economic and environmental and aspects. The development of these tools starts from the assumption that the components of sustainability must and can be measured; measuring becomes strategic: it means having objective data on which to base choices at every level, from environmental policies to the behaviour of each citizens. The paper addresses the issue of sustainability certification in order to verify the potentiality and criticality that can be identified through the application of the ITACA Protocol on an urban scale. This is an important issue because, in Italy, the building sector is engaged in the recovery of the economy in a circular, industrialized and digital way and also has to deal with the complexity of the prevalent interventions on the built environment. The experimentation carried out at the Interdepartmental Research Center CITERA at Sapienza University of Rome, selected Spinaceto as an area that - directly and/or indirectly - is affected by its proximity to the capital of Italy. Particular attention here is paid to the analysis of indicators of urban metabolism as they must be able to take into account the changing context over time. Therefore the certification must also raise the level to prepare the territory to face climatic events more intense than those we were prepared for until now.
