Mixed land use represents a fundamental requirement in the urban regeneration strategy and, for this reason, it is getting renewed growing attention both on the conceptual level, as a specification of the integration principle, and on the level of planning tools necessary for its realization to achieve general sustainability objectives. Therefore, the thesis focuses on: the investigation of the factors that favor or hinder the mixed land use in the urban settlements; the historical-evolutionary observation of the relationships between socio-economic needs, spatial strategies and functional structure of the city; the examination of the state of urban planning in Italy and its disciplinary tools in relation to the effects of metropolisation, the economic crisis and the deterioration of environmental resources, with respect to which new choices for the functional system of the contemporary city should be modulated. In line with the inductive method that has been adopted, the in-depth examination of some recent planning experiences – selected for their strong experimental nature and for their diversity of cultural and design approaches – is placed at the basis of operational considerations and aimed at identifying new methodological references for the innovation of the local plan. From the synthesis of the cognitive and interpretative research paths, interesting suggestions emerge for the interpretation and the design of the functional system of the contemporary city, that is characterized by mixed-use networked places, in accordance with a polycentric and compact model, and that is hinged on the plot of public spaces. Integration, mixture and flexibility are thus identified as principles for the quality and livability of the urban environment; in addition, interconnection, specialization and complementarity are taken as levers for competitiveness and development. This framework is the basis of a proposal of an experimental nature, aimed at developing new operational references for the management of the functional system in an innovated local plan.

La mixité funzionale rappresenta un requisito fondamentale nell’ambito della strategia di rigenerazione urbana e, in ragione di ciò, sta ricevendo una rinnovata crescente attenzione sia sul piano concettuale, come declinazione del principio di integrazione, sia al livello degli strumenti di pianificazione necessari alla sua realizzazione per giungere a obiettivi generali di sostenibilità. La tesi si focalizza, dunque, sull’indagine dei fattori che favoriscono o ostacolano la mixité funzionale negli insediamenti, sull’osservazione in chiave storico-evolutiva dei rapporti tra esigenze socio-economiche, strategie spaziali e struttura funzionale della città, sull’esame dello stato dell’urbanistica in Italia e dei suoi strumenti disciplinari in relazione agli effetti della metropolizzazione, della crisi economica e del deterioramento delle risorse ambientali, rispetto ai quali modulare le nuove scelte per il sistema funzionale della città contemporanea. In linea con il metodo induttivo adottato, l’approfondito esame di alcune recenti esperienze di pianificazione – selezionate per il forte carattere sperimentale e per la diversità degli approcci culturali e progettuali – è posto alla base delle riflessioni operative e finalizzato all’individuazione di nuovi riferimenti metodologici per l’innovazione del piano locale. Dalla sintesi dei percorsi di ricerca conoscitivo-interpretativi, emergono interessanti spunti per l’interpretazione e la definizione progettuale del sistema funzionale della città contemporanea, caratterizzato da luoghi funzionalmente misti, strutturati in rete secondo un modello insediativo policentricamente compatto e incardinati sulla trama degli spazi pubblici. Integrazione, mescolanza e flessibilità sono così individuati come principi per la qualità e l’abitabilità dell’ambiente urbano; interconnessione, specializzazione e complementarietà sono assunti, invece, come motori di competitività e sviluppo. Tale quadro viene posto alla base di una proposta, a carattere sperimentale, finalizzata alla messa a punto di nuovi riferimenti operativi per il governo del sistema funzionale in un piano locale innovato.
