Public space is the space "between things" but not what "remains" of buildings and there is no doubt that, in this context, the open space and the green space more specifically, has a particular relevance. The paper reflects on how local planning has "taken charge of it" as a fundamental element that has always been present in the city, using a sort of “reasoned index” to make evident the red thread that holds together the long path of stratification of the technical knowledge that regulates the relationship between green and city in its spatial, morphological, fruition, accessibility and perception dimensions. Speaking from a progressive point of view, it is recognizable a path from a strictly functionalist meaning (standard) to a morphological-structuring meaning (“progetto di suolo”), from an ecological-environmental meaning (ecological network) to an integrated meaning with explicit reference to a strategy of urban regeneration (plot, matrix, grid, green infrastructure). In any case, in the local plan, the regulatory approach to acquisition through the standard and over-standard device is present in transformation projects. The point of arrival of this long path of stratification of technical knowledge is the recognition that public space and the open space in particular - in the broad definition outlined - is the effective connective that can trigger processes of regeneration in the contemporary city, especially when it translates in a strategic and structural device of the local plan.
Lo spazio pubblico è lo spazio “tra le cose” ma non è ciò che “resta” tra gli edifici. Non v’è dubbio che all’interno di questa accezione ampia, si può riconoscere allo spazio aperto e, più specificatamente allo spazio a dominante verde, una rilevanza particolare. Ed è su questo spazio che mi vorrei soffermare, sul come la pianificazione locale lo ha “preso in carico” quale componente da sempre fondamentale e da sempre presente nella città, ricorrendo a una sorta di “indice ragionato” per rendere evidente il filo rosso che tiene insieme il lungo percorso di stratificazione del sapere tecnico che regola il rapporto tra verde e città nella sua dimensione spaziale, morfologica, di fruizione, di accessibilità e di percezione. In via generale e in un’ottica evolutiva, è riconoscibile un percorso da un’accezione strettamente funzionalista (standard quantitativo) a un’accezione morfologico-strutturante (progetto di suolo), da un’accezione ecologico-ambientale (rete ecologica) ad un’accezione integrata e in esplicito riferimento a una strategia di rigenerazione urbana (trama, matrice, infrastruttura verde). Coesiste in ogni caso, nei piani, l’approccio regolativo e normativo di acquisizione attraverso il dispositivo dello standard e oltre-standard nei progetti di trasformazione. Il punto di arrivo di questo lungo percorso di stratificazione tecnica è il riconoscimento che lo spazio pubblico e in particolare quello aperto – nell’ampia definizione delineata – sia il connettivo efficace che può innescare processi di rigenerazione della città contemporanea, tanto più quando si traduce in un dispositivo strategico e strutturale del piano locale.
